Washington Apple Health

Brokered transportation model

Washington HCA provides nonemergency transportation through transportation brokers for eligible Apple Health clients who need access to covered health care services.

Medicaid transportation is not the same as an on-demand taxi service. The broker determines the appropriate transportation mode and authorization for each eligible trip.
King County

Working within the local Medicaid brokerage system.

Hopelink is the Medicaid transportation broker for King and Snohomish counties. Transportation providers interested in serving broker-arranged trips work through the broker's provider/contracting process.

WA

Apple Health / Medicaid

Eligible clients generally need an active ProviderOne number, a covered medical service, and no other available transportation. The broker arranges the appropriate transportation.

KC

King County Broker

Hopelink operates the Medicaid NEMT brokerage for King County. Broker reservation line: 800-923-7433.

✓

Prior Authorization

Washington rules require nonemergency medical transportation, other than ambulance transportation, to be authorized by the broker before travel, subject to applicable exceptions.

Provider readiness

Built around compliance from day one.

Before marketing Medicaid-brokered trips as available, GreenSound should complete the applicable licensing, insurance, vehicle, driver, screening, and broker-contract requirements.

1

Business & transportation licensing

Washington requires paid passenger transportation providers to comply with applicable licensing requirements. The exact license depends on the operating model and vehicle/service structure.

2

Vehicles & insurance

Maintain vehicles that are appropriate for the service, properly registered, safe, and covered by the insurance required for the applicable transportation operation and contracts.

3

Drivers & screening

Maintain qualified drivers and complete applicable background, exclusion screening, training, licensing, and documentation requirements.

4

Broker contracting

King County Medicaid transportation is broker-arranged. GreenSound should apply through the applicable broker/provider contracting pathway before representing itself as a Medicaid transportation subcontractor.

5

Trip documentation

Maintain accurate trip, driver, vehicle, authorization, mileage, and billing records required by the broker and applicable regulations.

6

HIPAA & privacy

Use appropriate privacy and security controls for protected health information when GreenSound receives or handles information connected to healthcare transportation.
